IT consulting and advisory in Hong Kong, for businesses that do not have an in-house CIO, CTO or Head of IT. PTS provides senior, vendor-neutral consultancy across Hong Kong, China and Singapore: we help you make the right technology decisions, run disciplined vendor selection, and deliver change without drama. IT consulting that gets results, not just slide decks.
If you already have an MSP, that is fine. This is leadership and governance on top of delivery, not a replacement for day-to-day support unless explicitly agreed. And if you want PTS to execute the recommendations, we can scope the work through our IT project delivery team or run it under managed IT services and IT support.
IT consulting services in Hong Kong
IT consulting — or IT consultancy, as it is more often called in Hong Kong — covers the same work: independent, senior technology advice with delivery follow-through. We answer to either term, and to technology consulting, which in Hong Kong usually describes the same engagement. Most engagements fall into five shapes:
- Technology assessments. A structured review of your infrastructure, applications, vendors and spend, with actions you can execute.
- Roadmaps and budgets. A 12 to 24 month plan with sequencing, cost bands and trade-offs, in language a board can act on.
- Vendor selection and RFPs. Disciplined procurement — requirements, scoring, negotiation — that you can defend internally.
- IT due diligence. An independent view of the systems, contracts and risks behind a deal, a lease or a major commitment, before you sign.
- Fractional IT leadership. A Virtual CIO or Fractional CTO on a monthly retainer, owning the roadmap and holding suppliers to account.
Who hires us? Typically the managing director, CFO or regional operations lead of an organisation with 30 to 500 staff — often a foreign-owned office whose headquarters needs technology decisions made on evidence, on the ground in Asia.

Who this is for
This service is designed for organisations in Hong Kong and across APAC that need leadership and structure, not another reseller pitch. Typical situations include:
- You have no CIO/CTO, or your IT manager is stretched keeping the lights on.
- You are planning material change: cloud migration, office move, network refresh, security uplift, M365 overhaul.
- You want an objective vendor selection process that you can defend internally.
- You need governance: budgets, priorities, risk ownership, and decisions made on evidence.
- Leadership wants visibility: what is at risk, what it costs, and what happens next.
If you already have an MSP, this service can sit above them as independent leadership and governance.
What you get
- A clear view of your current state, risks, and constraints.
- A prioritised roadmap with sequencing and cost bands.
- Disciplined RFPs and fair vendor evaluation.
- Better supplier performance through governance and accountability.
- Delivery oversight so projects do not drift.
Who you’ll work with
Consulting and advisory engagements at PTS are led by Ben Fox, Managing Director and owner. Ben has spent more than 25 years in technology and nearly two decades in Hong Kong, and has been with PTS — established in Hong Kong in 2001 — since 2014; today he owns and leads the business. You work with the person whose name is on the advice, not a rotating bench of junior consultants.
Behind him sit PTS engineering teams in Hong Kong, Shanghai and Singapore, so recommendations can move straight into delivery without a handover to a third party. And because PTS is vendor-neutral, any supplier we recommend is chosen on fit and evidence, not commission.
Consulting work we have delivered
Advice only matters if it survives delivery. Two engagements that show the span:
- IT modernisation for a US corporation — PTS took over and modernised a US multinational’s IT across three China sites and a Hong Kong office: cloud migration, VDI deployment and a network rebuild delivered without downtime to manufacturing operations.
- Bringing China operations into global compliance — a full IT audit across a Western manufacturer’s fragmented China sites, followed by a transformation programme that aligned every site with global technology and compliance standards, with PTS retained for ongoing managed services.
Engagement options
Choose a fixed-scope engagement for assessment and RFP work, or a monthly retainer for ongoing leadership. We will define what is included, what is excluded, and who owns which decisions. What the first 90 days looks like
Most clients want confidence quickly. We focus on getting visibility, stopping avoidable risk, and producing a roadmap that you can execute. If there is an urgent change programme, we adapt the cadence and prioritise project assurance.
Days 1 to 15: Get the facts
- Stakeholder interviews and objectives
- Access and information gathering (inventories, contracts, diagrams)
- Review current support model, vendors, and escalation paths
- Initial risk review and quick wins
- Agree governance cadence and decision owners
Days 16 to 45: Assess and prioritise
- Current-state assessment and gap analysis
- Identify critical risks (security, resilience, obsolescence, single points of failure)
- Define target-state principles (what “good” looks like)
- Draft roadmap with options and sequencing
- Create an initial budget view (cost bands and trade-offs)
Days 46 to 90: Decide and execute
- Roadmap sign-off and communications
- Launch RFPs for priority changes (if required)
- Introduce supplier governance: SLAs, KPIs, service reviews
- Project assurance for active programmes
- Executive reporting that makes decisions easy
Output matters. We deliver written artefacts you can use: a roadmap, a risk register, an action plan, and (where needed) an RFP pack and scoring model.

IT consulting FAQs
A few common questions about IT consulting in Hong Kong. If you want a quick answer on fit and approach, book a call and we will be direct about whether this is right for your situation.
IT consultancy vs managed services — which do we need?
They solve different problems. Managed services is operational delivery: support, monitoring and day-to-day changes. IT consultancy is leadership and governance: roadmap, prioritisation, vendor selection, supplier accountability and delivery assurance. If the problem is “things keep breaking”, start with managed IT services. If the problem is “we do not know what to do next”, start here. We do both, but we keep the roles clear.
Do you provide technology consulting as well as IT consulting?
Yes — they are the same practice at PTS: independent advice across infrastructure, workplace technology, cloud, security and vendor selection, whatever name it goes by. The one distinction worth knowing: if what you need is detailed design documentation for an office fit-out — AV, cabling, comms rooms — that is our technology design consultancy, a separate discipline with its own deliverables.
Do you provide IT consulting for one-off projects?
Yes. Assessments, RFPs, due diligence and project assurance all run as fixed-scope engagements with defined deliverables — no retainer required. Many clients start with a single piece of work, such as a technology assessment or a vendor selection, and decide afterwards whether ongoing advisory is worth it.
What does an IT consultant cost in Hong Kong?
It depends on scope, urgency, number of sites and vendor complexity, so the honest answer is an engagement model rather than a rate card. Assessments, RFPs and due diligence are usually fixed-fee, agreed before work starts. Fractional CIO/CTO retainers are priced around the governance cadence and the involvement expected. Either way, you are paying for defined deliverables — a roadmap, a scoring model, a decision — not open-ended day rates. Share headcount, number of sites, vendor count and the change planned, and we can price it quickly.
Do you provide IT consulting outside Hong Kong?
Yes. PTS has teams in Hong Kong, Shanghai and Singapore, and many of our consulting clients are foreign-owned businesses operating across more than one of those markets. We regularly act for overseas headquarters that need technology decisions made on the ground in Asia without sending anyone from HQ.
Will you replace an internal IT manager or team?
Not usually. In many cases we sit above an IT manager, giving structure, executive cover, and decision support. If you have nobody internal, we can fill the leadership gap until you hire.
Can you work with our existing MSP and vendors?
Yes. This is common. We introduce governance, accountability, and a clear escalation structure without disrupting operations. If your current suppliers perform, you keep them. If they do not, you will have evidence to act.
Do you take commission from vendors?
No. If we recommend a supplier, it is based on fit and evidence, not commission. If any commercial relationship exists, it is declared upfront.
How do you stop scope creep and being pulled into support?
We define deliverables and cadence in writing. Advisory work produces written outputs: roadmap, scoring models, decision papers and governance packs. Day-to-day support remains with your MSP or internal team unless explicitly included.
What does a retainer actually include?
A regular governance cadence (usually monthly steering, with weekly touchpoints during active change), vendor oversight, roadmap ownership, executive reporting, and project assurance for agreed initiatives. We will document what is included and set response expectations.
Do you work on-site in Hong Kong?
Yes. We can work remote, hybrid or on-site. For assessments and stakeholder work, on-site time is usually helpful.
What size organisations is this suited to?
Typically 30 to 500 staff, or any organisation with meaningful technology spend and change planned. Smaller businesses can still benefit if the change is material and risk-sensitive.
Can you help us hire a permanent CIO/CTO or Head of IT?
Yes. We can define the role, help interview candidates, and create a 90-day plan so the handover is clean.
